Privatized military housing is private housing
Housing at Lackland, Randolph and Fort Sam Houston is largely privatized: owned and operated by private companies under long-term agreements rather than by the Air Force or Army directly. Residents often assume that puts them outside civilian housing law. The opposite is usually true — privatized military housing is generally subject to the Fair Housing Act, and the operator has an obligation to consider a reasonable accommodation request the same way any private landlord does.
What differs is the process. Privatized housing operators tend to have their own documentation forms and their own chain of review, and there may be a command notification step that civilian housing does not have. Ask the community office for their written accommodation procedure before you submit anything, and keep your own dated copy.
PCS moves and the timing trap
A permanent change of station compresses everything. You have weeks, not months, and the temptation is to sign whatever is available and sort the animal out later. That is the single most expensive mistake we see in Bexar County.
Documentation dated before you sign, submitted with your application, is a different conversation from documentation produced after a community manager has noticed a dog. If your orders are already in hand, start the evaluation while you are still house hunting.
Older stock inside Loop 410
Outside the base communities, much of San Antonio's rental inventory inside Loop 410 is older: small multiplexes, converted houses in Southtown and Beacon Hill, and a lot of individual owners rather than management companies. Small owner-occupied buildings can fall within the Fair Housing Act's exemption for four units or fewer, so it is worth establishing early whether your landlord lives on the property.

If a San Antonio housing provider denies a request you believe was lawful, there are three routes and they are not mutually exclusive.
- The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
- HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.

I live in privatized housing at JBSA. Does the Fair Housing Act apply?
Generally yes. Privatized military housing is operated by a private company and is usually treated as private housing for fair housing purposes. The operator's internal procedure will differ from a civilian landlord's, so ask for it in writing.
Can I get the evaluation done before I arrive in San Antonio?
Your therapist must be licensed where you are physically located during the appointment, so the evaluation has to happen while you are in Texas. If you are still at your losing base, wait until you arrive.
