Relocation leases and who actually decides
Legacy West and the corporate corridor brought a rental market where a relocation company, an employer or a third-party housing service frequently arranges the lease. When that happens, tenants often do not know who their landlord is, and the accommodation request goes to a coordinator who has no authority over the property.
Find out who holds the lease before you request anything. The obligation under the Fair Housing Act sits with the housing provider, not with your employer's relocation vendor, and a request routed only through the vendor may never reach anyone who can grant it.
Luxury inventory and amenity rules
Plano's newer buildings compete on amenities, and amenity rules are where assistance animal disputes surface here: pool areas, dog parks with breed rules, elevator restrictions, pet spas that charge a fee. An approved assistance animal is not a pet, so pet-specific fees do not attach to it. Rules about where any animal may go inside a building are generally lawful as long as they apply consistently and do not effectively deny you use of your home.
The HOA layer in west Plano
A large share of the single-family rentals in west Plano sit inside property owners associations governed by the Texas Residential Property Owners Protection Act. An association's restrictions do not displace federal fair housing obligations for an assistance animal, but the association may need to be told, and your landlord may be the one contractually responsible for telling them.
Where to complain in Collin County
If a Plano housing provider denies a request you believe was lawful, there are three routes and they are not mutually exclusive.
- The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
- HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.
- Free legal help. Collin County falls within the service area of Legal Aid of NorthWest Texas, which covers 114 counties across North and West Texas and the Panhandle. Applications are taken by phone on 888-529-5277, subject to income eligibility.
Before any of that, read how to make the request properly — most denials we see in Plano follow a request that was never put in writing.
Plano questions
My employer's relocation company arranged my lease. Who do I ask?
The housing provider — the landlord or management company that holds the lease. A relocation vendor has no authority to grant an accommodation, and a request that stops with them may never be considered.
Can a building charge me for its pet spa or dog park?
It can charge for optional amenities you choose to use. What it cannot do is charge pet rent, a pet fee or a pet deposit as a condition of keeping an approved assistance animal.
An ESA letter is housing documentation. It does not create public access rights in Plano shops, restaurants or hotels, and it has not helped with air travel since the Department of Transportation rule took effect in early 2021. Texas law makes it an offense to knowingly represent an animal as an assistance or service animal when it is not specially trained or equipped. Read the Texas law guide.
