Two rulebooks, not one
Frisco was built subdivision by subdivision, and the great majority of its housing sits within a property owners association governed by the Texas Residential Property Owners Protection Act. If you rent a house here, you are subject to your lease and, through it, to the association's declarations.
Associations commonly restrict animal numbers, breeds and where animals may be kept. Those restrictions do not override the Fair Housing Act for an approved assistance animal. What they do is add a party who may need to be informed, and who may write to your landlord about a violation before anyone tells you there is a problem.
Ask your landlord, in writing, whether the association needs to be notified and who is responsible for doing it. Getting that answer on the record early prevents the common Frisco sequence: association letter, landlord panic, sudden notice to cure.
Build-to-rent neighbourhoods
Frisco and the surrounding corridor have a growing number of purpose-built rental neighbourhoods operated as a single business. They are professionally managed, so they have a procedure, and their pet rules are detailed. Expect the number of animals to be the point of friction. Each animal needs its own disability-related justification, and a letter covering several animals has to address each of them.

- The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
- HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.

Can my HOA overrule my landlord's approval?
It cannot use its pet rules to defeat a lawful reasonable accommodation. It can raise legitimate concerns about a specific animal, and it may need to be notified, so establish early who is responsible for that.
I have three animals. Is that a problem in an HOA community?
Each animal needs its own disability-related justification. A therapist can support more than one where the clinical picture warrants it, but a blanket letter covering every animal in the home is weak documentation.
An ESA letter is housing documentation. It does not create public access rights in Frisco shops, restaurants or hotels, and it has not helped with air travel since the Department of Transportation rule took effect in early 2021.
