Institutional landlords run on paperwork
A very large share of the Uptown, Deep Ellum, Victory Park and Design District inventory is owned by real estate investment trusts and run by national management companies. Those organisations almost always have a written reasonable accommodation procedure, a compliance team, and a fair housing training programme.
The practical consequence is that the quality of your paperwork matters more in Dallas than the sympathy of your leasing agent. A letter that reads as though a therapist actually evaluated you, on letterhead, with a license number, moves through a corporate review. A purchased certificate does not, and the compliance officer reading it has seen several hundred of them.
Where requests actually fail here
The common Dallas failure is not refusal. It is drift. A request goes to a leasing agent who forwards it to a regional manager who is waiting on legal, and six weeks pass. Unreasonable delay can amount to a constructive denial, but you have to create the record that shows it.
Submit in writing, ask for written acknowledgement, and follow up in writing after a week. Three dated emails are worth more than a dozen phone calls in a dispute with a company that keeps files.
Townhomes and the HOA layer
Large parts of North Dallas, Lake Highlands and the Bishop Arts fringe are townhomes and condominiums governed by a property owners association. If you rent one, you can face two sets of rules: your landlord's lease and the association's restrictions under the Texas Residential Property Owners Protection Act.
An association's pet restrictions do not override federal fair housing obligations for an assistance animal, but you may need to make the request in two directions. Ask your landlord who is responsible for association compliance, and put the request to both.
Where to complain in Dallas County
If a Dallas housing provider denies a request you believe was lawful, there are three routes and they are not mutually exclusive.
- The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
- HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.

My building is managed by a national company. Is that better or worse?
Usually better, provided your documentation is solid. Large managers have compliance teams that understand the Fair Housing Act. They are also the least likely to accept a purchased certificate.
An ESA letter is housing documentation. It does not create public access rights in Dallas shops, restaurants or hotels, and it has not helped with air travel since the Department of Transportation rule took effect in early 2021.
