Small landlords, informal leases

Much of Webb County's rental housing is detached houses and small multiplexes owned by individuals, sometimes let on short written agreements or on nothing at all. Two consequences follow.

First, the Fair Housing Act's exemptions matter more here than in a corporate market: a private owner of three or fewer single-family homes renting without a broker may fall outside the Act. Second, where there is no written procedure, you have to create the record yourself. Send the request by email or text and keep it, even if every other conversation with your landlord has been verbal.

Language

Laredo is overwhelmingly Spanish-speaking, and accommodation requests are routinely made in Spanish to landlords who speak Spanish. That is perfectly valid. The therapist's letter itself will be in English, which does not weaken it, and there is no requirement that a request be made in any particular language.

Border-city licensing rule

Your therapist's license authorises practice with people physically located in Texas. If you cross into Nuevo Laredo regularly, make sure you are on the Texas side during the appointment. Where you sit during the evaluation is what counts.

Where to complain in Webb County

If a Laredo housing provider denies a request you believe was lawful, there are three routes and they are not mutually exclusive.

• The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
• HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.
