“Our insurance does not allow it”
Coastal property carries expensive and restrictive insurance, and Corpus Christi landlords invoke their carrier more often than landlords inland. Sometimes an insurer does have a breed exclusion. That is a real commercial problem for the landlord, and it is still not, by itself, a lawful basis for refusing a reasonable accommodation.
What the Fair Housing Act permits is a denial based on this specific animal being a direct threat or causing substantial damage, assessed individually. A general insurance policy about a breed is not an individual assessment. If your landlord raises insurance, ask them to put it in writing, and take that letter to whoever you complain to.
Naval Air Station Corpus Christi
The naval air station and the training pipeline around it keep a steady population of short-tenure military renters in the city. Short tenure is the problem: a nine-month posting invites a nine-month lease and a landlord who would rather not deal with any complication. Request the accommodation at application. It is far harder to add an animal to a short lease already in progress.
Vacation stock rented long term
A meaningful part of the housing on and near the island was built to be rented by the week and is let by the year when the market softens. Those units come with condominium association rules attached, which means your landlord may not be the only decision maker. Establish early whether an association also has to approve, and submit to both.

If a Corpus Christi housing provider denies a request you believe was lawful, there are three routes and they are not mutually exclusive.
- The Civil Rights Division of the Texas Workforce Commission enforces the Texas Fair Housing Act statewide.
- HUD's Office of Fair Housing and Equal Opportunity handles complaints under the federal Act. Deadlines apply, so do not sit on it.

I rent a condo. Who do I send the letter to?
Usually both. Your landlord holds the lease, but a condominium association may enforce its own pet restrictions, so ask who is responsible and put the request to each.
An ESA letter is housing documentation. It does not create public access rights in Corpus Christi shops, restaurants or hotels, and it has not helped with air travel since the Department of Transportation rule took effect in early 2021.
