Why the city matters, and where it does not

Your rights come from the federal Fair Housing Act and the Texas Fair Housing Act, and they are identical in Amarillo and in Houston. What changes locally is the kind of building you rent, whether the Act's owner-occupied exemption is likely to apply, whether an HOA is a second decision maker, and who takes your complaint if things go wrong.
