1. Housing. An approved assistance animal isn’t a pet, so pet rent, pet fees and pet deposits don’t apply to it, and breed or weight limits are set aside. The letter supports your request; the housing provider still has to grant the accommodation, and it may deny one on the four grounds the Fair Housing Act permits.
2. Public access. No letter, certificate or registration creates ADA access rights. Access comes from the dog being individually trained to perform tasks related to your disability. A therapist can document your disability and your need for a task-trained dog; the training itself is your responsibility. Business staff may ask only two questions, and may not ask for paperwork. The difference explained.
3. Air travel. Airlines require the handler to complete the U.S. Department of Transportation Service Animal Air Transportation Form, which you sign, not your therapist. We explain how it works. Emotional support animals haven’t been accommodated by airlines since the DOT rule took effect in early 2021.
You’re refunded the letter portion of the fee. The evaluation portion covers a licensed professional’s time, which was spent whatever the conclusion. Exact amounts and timing are in the refund policy, and your right to a written cost estimate before you book is on the good faith estimate page.
We won’t refer you to a provider who charges for a guaranteed yes. A guarantee of approval is the clearest sign that no clinical judgment is involved, and documentation produced that way is exactly what HUD’s guidance singles out as insufficient on its own.
If you already see a licensed therapist, counselor, psychologist or physician in Texas, ask them first. Their letter is usually free to you and stronger than ours, because they have an established treatment relationship. We would rather tell you that than take $129.
